Project Background
Cherokee’s project in Webster, TX, is a 535-acre
site located 20 miles southeast of downtown
Houston and adjacent to major retail and
recreational centers. The site is Webster’s largest
undeveloped track of land. It includes 7,100 feet
of frontage on Clear Creek, which connects to
Clear Lake, one of Houston’s largest recreational
centers and a desirable residential location.
Texas Genco operated the power generating
facility for more than 30 years. The Genco plant
was decommissioned in 2002 and acquired by
Cherokee in 2006.
The Cherokee Solution
Cherokee was able to offer Texas Genco and
the city of Webster an attractive solution to an
otherwise ongoing liability. Cherokee has partnered
with Houston-based Johnson Development
Corporation to transform this former industrial
site into a vibrant mixed-use community that
would maximize the use of the underdeveloped
area. Environmental remediation work includes:
asbestos removal, the decommissioning of
equipment, demolition of the electric generating
station and the decontamination of soil, which
had been polluted by past spills and hazardous
wastes. Cherokee worked hand-in-hand with the
city of Webster to create a redevelopment strategy
that supported their goals for sustainable growth
in the area. In recognition of their successful
working relationship, Cherokee and the city of
Webster received the International Economic
Development Council’s Partnership Award in
September 2006.
Redevelopment Plans
The proposed plan takes advantage of the site’s
unique water access by providing single family
lots with water frontage and a communityoriented
marina with dense retail opportunities.
In addition to waterfront views, residents will
benefit from the close proximity to Houston
and to local employment centers. The current
development plan includes 1,000 residential
units, nine acres of office space, 15 acres of
commercial/retail properties and six acres for the
marina district to comprise commercial and retail
businesses. The development team will complete
a habitat restoration program to ensure that the
environment is preserved during reconstruction.
